Which server does an Iframe place the stress on?

my internet hosting provider does not allow IRC(Internet Relay Chat) also know as chat rooms, so i went out and got another server which allowed such but they are still saying that i am not allowed to even use it as an Iframe hosted on my other server. any ideas as to why this is so?
