Virginia High School Baseball Rules?

Runner on 1st.....batter hits the ball to second baseman who flips it to shortstop....the baserunner has not made it to second base and is clearly out, shortstop tries to turn double play, but baserunner is in the way (does not slide or peel out of way)....is the runner out at first as well for interference? Isn't this a new VHSL rule for 2009? Doesn't the baserunner HAVE to get out of the way or slide?
